Ireland Approves New Path to Permanent Status for Ukrainians: Stamp 4 Route to Citizenship
The Irish Government has approved new measures allowing Ukrainians on temporary protection to transition to a long-term Stamp 4 permission — a clear route to citizenship and independence.
The Irish Government has taken a major step forward in supporting Ukrainians who have found refuge in Ireland. Ministers Jim O’Callaghan and Colm Brophy secured Government approval for a new Temporary Protection Transition Scheme — a positive move from emergency response to long‑term integration.
This scheme gives Ukrainians a clear, predictable path toward stability, work, and eventual citizenship. Here’s what changes for the better.
1) New Transition Scheme: Stamp 4 Pathway to Citizenship
Under the approved measures, Ukrainians with temporary protection will be able to apply for a Stamp 4 permission valid for two years, renewable indefinitely. Crucially, time spent on this Stamp 4 will count toward Irish citizenship — something that was not guaranteed before.
This new status encourages employment, skills development, and financial independence, giving people real confidence to plan their future in Ireland.
- Key benefits: Two‑year permission; renewable without limit; counts toward citizenship; supports work and self‑reliance.
- Next steps: Detailed application process will be announced from September 2026.
2) Continued Support for Vulnerable Groups
For those who still need assistance, the Government will operate a simplified support system. Vulnerable Ukrainian citizens will be able to apply for further accommodation in state‑provided housing from June 2026.
This ensures that while most people are encouraged to move toward independence, no one is left behind.
We thank Ministers O’Callaghan and Brophy for delivering a clear, humane, and forward‑looking solution — one that recognises the contributions of Ukrainians and offers them a real home in Ireland.
